Point/Place for capturing the New Ticket Status in CRM7.

Hi Experts,

 

I have a requirement wherein I have to trigger a custom mail when a new ticket is created  via Solution Manager.

I tried implementing the BADI -  ORDER_SAVE but I am unable to capture the status NEW .Configuration of Solman is not possible to trigger it as the client wants a custom development /program only to send this mail .Please provide pointers for this .
