Thousands of Socket in state TIME_WAIT after startup

Hello,

we're facing the problem, that our Solution Manager 7.1 assignes thousands of sockets in windows 2008 r2:

  TCP    127.0.0.1:49246        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49247        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49248        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49249        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49250        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49251        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49252        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49253        HOSTNAME:sapgw01      TIME_WAIT

  TCP    127.0.0.1:49254        HOSTNAME:sapgw01      TIME_WAIT

......

Kernel version is 7.20 uc amd64 pl 500

I can't find something about this error in the OSS.
