Hello colleagues!
Does anybody know why button create "Transport Request" is not available for developer?

The user has SAP_ALL permissions and S_RFC authorizations.
I can successful log into the system through RFC and create it manually. Should I set and parameter to make this button available?
I though that if my system has mandatory parameter for project assignment the button will be active, so I followed the instructions from the note 2203520
But that doesn't help.
