Runtime Library Manager Configuration

.  Hi All,

I am following OSS Note 1912801 to set up the runtime library.  In the OSS Note, it said that I need three roles.

• SAP_SM_EXTERN_WS
• SAP_SOL_TC_COMP
• SAP_BC_DWB_ABAPDEVELOPER

Security has added these roles to my profile; however, when I go to the client’s Web Service Configuration, the “Create Service” button is not active.  Do you know what security role I need to have that button active?  Please see the screenshot below.  We need the runtime library to handle MIGO.
