Runtime Error OBJECTS_OBJREF_NOT_ASSIGNED launching Step 2.3 SOLMAN 7.1 Basic Configuration

While creating the basic configuration step 2.3 "Set Up Credentials" for a new solution manger 7.1 installation I am receiving the following run time error.

"Access via 'NULL' object reference not possible."

Any assistance would be greatly appreciated.
