What roles need to use Visual Administrator

Hi all,

After create a new user I want to give him rights to use Visual Administrator. But I can not find info about this.

Also i can't give him SAP_J2EE_ADMIN role by security reason. May be admin's role but for reading only or any other roles only for reading.
