Maintenance cycle phase "TEST" issue

HI,

i am using Solman 7.1sp13.

when my Maintenance cycle is in test phase, it allows me to create the RFC, normal change CD & even I can create Tranport Request & it allows me to release also. Which ideally should not happen during "TEST " phase of maintenance cycle .

is it bug in SP 13 ?
