Issue after solman upgrade to 7.1

Dear Team,

i have got one solution manager to configure after upgrade from 7.0 ehp1 to solman 7.1 , I have started the activity here with 700 client ,but in system preparation step i am getting the error  "CX_Al_SYSTEM_FAULT: SOAP.1.007 SRT: Unsupported XSTREAM found ("HTTP Code 401 : Unauthorized")"

But i can see User J2ee_admin exist only in 001 client and 700 client is created with 000 client . After googling i have found it is UME issue as user is not getting created for java stack from 700 client in user create step .

Now i want your expert advice on how to proceed for further activity in 700 client only  .As per customer they was using 700 client only for all the activity before to upgrade.
