Approval procedure workflow CHARM

Hello

we use Solution Manager 7.1 SP 10.

I configured Approval procedure in Request for Change.

I created one Approval Procedure with serveral approval steps that have to be performed,
before other approval steps can be performed

I created Rule Policy like that.

The responsible Business Partners were correctly found according to the rule policy.

But only the first approver gets the workitem to approve the RFC.

An Email is not sent to the approvers

Here is the description of the workflow-error

Has anyone an idea, what's going wrong with the workflow, and how to fix this?
