The table does not contain any data in solman_setup

Implementing solution manager 7.1

got struck at system preparation step 6.3- connect diagnostic agent

The table does not contain any data

I have followed

1829601 - Connect Diagnostics Agent into the Solution Manager step in SOLMAN_SETUP (System Preparation) does not show any agents available in the SLD

still issue not solved
