QGM the gate "scope to build" passed and CTS status switches are not opening

Dear Expert,

We have Solution Manager 7.1 SP6 in our current configuration.

We have CHARM and QGM integrated in our solution manager.

In QGM when gate "scope to build" is passed , the CTS status switches are supposed to open for dev,qa,

and pre prod system should open automatically but they don't open.

Please let us know do we need to change any configuration ?
