Incident Management - Email Notification of URLs to actual Incident

Quick question to the pros -- Is email notification possible (using customizing changes) with a URL link to the actual incident? When clicked on the URL, the recipient should be able to view or work on the incident.

I understand that the available action emails a form/PDF version of the actual incident. But we would like to change it. I am not asking how it can be done, but if it can be done using customizing changes OR will it require workbench changes.
