No create button available in CRM_UI

Hi

 

I am trying to create incident(ZMIN) from CRM_UI transaction. But i am not able to see the create button in IT Service management view.

 

Also i am not able to see the Configuration mode check box in the UI personalization screen to enable it for UI configurations.

 

I need help here.
